According to recent reports the CIA has conducted 1,245 fl ights, many of them to destinations where suspects could face torture, in violation of article 3 of the United Nations Convention Against Torture. A report by the European Parliament records how European Governments are complicit in these illegal acts by the CIA including secret flights over their territory. Furthermore, the Governments and intelligence agencies of several leading European countries have refused to cooperate with the EU investigation into the extraordinary rendition programme.

Outlawed tells the story of two men who have survived extraordinary rendition, secret detention, and torture by the United States government working in collaboration with other Governments worldwide.
